Development assistance was a hallmark of international activity for over
sixty years. Initially seen as a supportive activity to supplement national
efforts through provision of technical assistance and foreign exchange for
public investment, it has undergone a transformation that is leading it
increasingly to provide a kind of global public investment and management
function, linked to international norms,a
global trading and financial system as well as law enforcement and public
health. The management of this function implies new approaches and skills and
is making new demands on both international public and non-governmental
organizations. This is particularly the case at the country-level, where UN
system teams are now working under reformed methods.
